Purpose of use in article (WP:NFCC#8)	This will serve to illustrate Daley in his younger years. All the other images of Daley in the article are during his mayoralty, decades from the publication of this image.
Not replaceable with free media because (WP:NFCC#1)	Daley's prominence postdates the 1923 public domain cutoff, and any free images are likely to date from his mayoralty, decades after this photo was published.
Minimal use (WP:NFCC#3)	It is of low quality. There are two pieces of the photo that are apparently cut off in the newspaper, and this snipping doesn't include them. This is the only non-free work in the article as of the date of uploading.
Respect for commercial opportunities (WP:NFCC#2)	The Chicago Tribune presumably has the original photo, and can thus produce higher-quality copies of the image for any commercial purpose desired.
