English: North Dakota National Guard Joint Task Force-East leaders and visiting Ghanaian dignitaries tour flood protection measure April 14, 2011, including this AquaFence in Fargo, N.D. The Ghanaian dignitaries are visiting the North Dakota National Guard as part of a State Partnership Program between the African country of Ghana and the North Dakota National Guard. Since 2003, the North Dakota National Guard has developed a professional relationship with Ghana as part of the National Guard State Partnership Program. This program aligns states with partner countries to encourage the development of economic, political and military ties.
