The image was first discovered in 1966 or 1967 by en:Donald Rumbelow in the City of London Police photographic archive (Evans, Stewart P.; Rumbelow, Donald (2006), Jack the Ripper: Scotland Yard Investigates, Stroud, Gloucestershire: Sutton Publishing, ISBN 0750942282, p. 183).
