Not replaceable with free media because (WP:NFCC#1)	I have been unable to locate any free image of Mel Bay. All the images I have found have come from music books or were publicity photos. No photo I found had a photographer’s credit, making it difficult to pursue permission to use images. I looked online, in books and databases and was unable to locate any fee image.
Minimal use (WP:NFCC#3)	It will he used in a single article to give to the article’s subject, Mel Bay. It will be a small file, a low resolution image.
Respect for commercial opportunities (WP:NFCC#2)	This is a low resolution image, suitable to identify the subject. However, it is not high enough in quality to compete with any commercial use (such as publication in books) that I have seen. This image is found in this low resolution version several places online, all used to identify the subject.
Other information	The subject of the photograph has been deceased since: May 14, 1997
