Low resolution?

No. Using a smaller image would make it impossible to see the detail, defeating the purpose of having an image in the first place. It's not a scanned image, it's an exact copy of one that's available on the internet and being high resolution instead of low resolution doesn't facilitate any improper use, as I'm not aware of any way this image could be improperly used.

Purpose of use

The image depicts the route taken by the prisoners, showing the layout of the prison compound and the gates. It aids the reader's ability to understand the latter part of the escape, as without an image it's unclear what gates are where. The image has no commercial value, and no loss will be suffered by anyone due to its use.

No free alternative could be created, it would be a derivative work.
