No reason to expect that any organization or individual took a freely licensed or public domain photo on that day.
Minimal use (WP:NFCC#3)	I have sought out photos of Portland protests that could be freely reused, and I am confident nothing comparable exists. There will not be multiple photos illustrating similar topics. This is scaled down to 25% from the original.
Respect for commercial opportunities (WP:NFCC#2)	I do not doubt there are commercial opportunities, but they would derive from a full resolution version of the file. Scaled down at 25%, this version would be very crude in print, and can only illustrate the general scene online.
