Not replaceable with free media because (WP:NFCC#1)	Image is in black and white from the 1970's. Image is fuzzy, and poor. Low probability.
Minimal use (WP:NFCC#3)	This is small black and white image, rather fuzzy of Karl Schröter. The image is small at 428 x 655 and is the minimal size available, with only half the picture showing the mathematician.
Respect for commercial opportunities (WP:NFCC#2)	Low probability as he was an obscure but important mathematician.
Other information	The original image was docked, to only show Karl Schröter. It is a unique historical photograph of a mathematician who worked in the German Foreign office cipher bureau, Pers Z S. No other image is available, as I suspect he was averse to photography.
