F."; "Joseph Francis Clunk was the nation's first blind civil servant, sworn into federal service June 1937, to administer the Randolph-Sheppard Act and served on the U.S. Office of Education, Vocational Service Board as "special agent for the blind." In 1953, he became Managing Director of the Philadelphia Association for the Blind."
