1. The image is a low-resolution screen shot from a 45-minute episode;
2. The image is being used for informational purposes about Time Lords of Gallifrey, a fictitious race from the Doctor Who universe;
3. No free alternative exists or can exist;
4. The use of the image in these articles will have no effect on the copyright holder's commercial use of the image in question.

This image is a screenshot of a copyrighted television program. As such, the copyright for it is most likely owned by the company or corporation that produced it. It is believed that the use of a limited number of low-resolution screenshots for identification of and critical commentary on the television program and its contents on the English-language Wikipedia, hosted on servers in the United States by the non-profit Wikimedia Foundation, qualifies as fair use under the Copyright law of the United States.
