Прямоугольное синее полотнище с отношением ширины к длине 2:3, с жёлтой вертикальной полосой вдоль древка шириной в 1/4 длины флага, в верхней части которой помещено изображение зелёной княжеской шапки с чёрной опушкой, над которой — жёлтое украшение („городок“) с синим самоцветом. На основной синей части полотнища воспроизведена композиция фигур из герба муниципального образования — Октябрьское городское поселение без вольной части: между двух белых распростёртых вниз крыльев Архангела Михаила — того же цвета гладиус (меч гладиатора) вертикально, остриё которого объято красным пламенем
