Adoption of the Constitution of theUnited States, 1788 ADOPTION OF THE CONSTITUTION OF THEUNITED STATES, 1788 On the 28th of April, 1788, the Maryland state con-vention passed a resolution to adopt the constitutionfor the United States without amendments. In Julyof the same year, eleven of the states having in themeantime declared in favor of the adoption, the instru-ment was confirmed and ratified by Congress. Thepeople everywhere testified their joy at this event bysome public demonstration. In Baltimore a proces-sion was formed on Philpots Hill in which both parties,forgetting their recent feuds, joined in fraternal har-mony. The mechanical trades, the liberal professions,all united in the procession and respectively displayedtheir appropriate banners. Commodore Barney per-formed a conspicuous part on this occasion.
