June 26, 1900. This Departmental letter acknowledges the circular issued a year earlier by the Colorado Surveyor General. William A. Richards, the GLO Assistant Commissioner took some issue with the issuance of the circular on June 20, 1899 without submitting it first to the Commissioner’s office for approval. However, W.A. Richards did not challenge the content

of the circular, nor did he act to rescind the circular instructions.
