The copyright to this work was owned by the federal authorities of the former Socialist Federal Republic of Yugoslavia, whose assets are now held jointly by its successor states according to the Agreement on succession issues of 2004 [1]. The Yugoslav successor states have variously enacted legislation that places certain official state documents such as law texts into the public domain.
See e.g. Art. 8.2.1 of the copyright law of Croatia [2]: "official texts in the domain of legislation, administration, judiciary (acts, regulations, decisions, reports, minutes, judgments, standards, and the like) and other official works and their collections, which are published for the purpose of officially informing the public".
This template must not be used on its own. To establish PD status it must be used only with an appropriate license template such as {{PD-Croatia-exempt}}. You must make sure the file content has been declared as public domain by the laws of the relevant successor state.
The subject matter of copyright shall include expressions and not ideas, procedures, methods of operation or mathematical concepts as such.
The subject matter of copyright shall not include:
(1) discoveries, official texts in the domain of legislation, administration, judiciary (acts, regulations, decisions, reports, minutes, judgments, standards, and the like) and other official works and their collections, disclosed for the purpose of officially informing the public;
(2) news of the day and other news, having the character of mere items of press information;
Folk literary and artistic creations in their original form shall not be the subject matter of copyright, but their communication to the public is subject to the payment of remuneration, as for the communication to the public of protected copyright works. The remuneration shall be the revenue of the budget, and shall be used for improving the creativity in the field concerned.

Translations of official texts in the domain of legislation, administration and judiciary, shall be protected, unless made for the purpose of officially informing the public and are disclosed as such.

Item 2 also encompasses the national flag and coat of arms, the municipal flags and coats of arms, music of the anthem, urban planning maps, drawings of traffic signs, sketches and plans from the patent file after the official publication of the patent, and other similar material published due to a state jurisdiction as part of the official text, its annex or independently.
