In this case, however, it would be OK to be assertive and say that your moth is E. illectella, because it does appear to be in the "Cosmiotes" group (all of the spp. of which look alike), and because, from what I have seen, illectella is overwhelmingly the odds-on favorite "Cosmiotes" species to be found in this part of the country."
