First of February, then Chairman of the Council of People's Commissars and future Soviet People's Commissar for Foreign Affairs, Vyacheslav Molotov, was directed by the Plenum of the Central Committee of the CPSU, to propose the need to draft a new constitution to replace the 1924 Soviet Constitution to the All-Union Congress.[2]
The Seventh All-Union Congress of Soviets accepted the proposal and the Central Executive Committee summarily elected a 31 member Constitutional Commission, chaired by then General-Secretary Joseph Stalin, tasked with drafting the constitution.[3] The 1936 Constitution was formally adopted during the 1936 Extraordinary Eighth All-Union Congress of Soviets.
